Boards and Governance for The Office of Education Through Employment Pathways. ETEP is focused on ensuring that DC youth and adults are on a path to economic mobility and prosperity through access to education and workforce programming that provide the skills and experience necessary to thrive.
POLICY BOARD
The Education to Employment (ETE) Data System Policy Board works to guide the overall vision and objectives of the Data System, such as target audiences for the system's data and efforts; types of research that should be prioritized and supported by ETEP and the Data System; District government agencies and other entities that should participate in the Data System by providing educational, workforce-related, or other data; as well as data governance and ensuring that the Data System is serving its intended purpose.
Voting Members include the following leaders, or their designees empowered to vote on their behalf:
- Deputy Mayor for Education (Chair of Policy Board)
- Superintendent of the Office of the State Superintendent of Education
- Chancellor of District of Columbia Public Schools
- Executive Director of the Public Charter School Board
- Director of a public charter local education agency selected by the Public Charter School Board
- President of the University of the District of Columbia
- Director of the Department of Employment Services
- Executive Director of the Workforce Investment Council
- Director of the Department of Human Services
- Director of the Child and Family Services Agency
- Director of the Department of Youth Rehabilitation Services
- Chief Equity Officer of the Mayor’s Office of Racial Equity
- Director of the Lab @ DC within the Office of the City Administrator
Non-Voting Members include the following partners:
- Chief Technology Officer of the Office of the Chief Technology Officer
- Executive Director of the District of Columbia Education Research Practice Partnership

PUBLIC STAKEHOLDER ADVISORY BOARD
Through the Public Stakeholder Advisory Board, students, families, educators, and other community partners provide input on the Office of Education Through Employment Pathways' efforts and public engagement strategies. That input will also shape the development of the Education Through Employment Data System, which will provide public-facing information about the impact of education and workforce programs on employment and economic mobility. This group convenes quarterly.

RESEARCH SUBCOMMITTEE
The Research Subcommittee is comprised of representatives from agencies listed below and is the decision-making body through which key agency stakeholders will collectively make recommendations about the development and implementation of the Education Through Employment (ETE) Data System. This subcommittee will aim to align to the extent feasible with national best practices, as well as the policies and practices of participating agencies. This subcommittee will also prioritize alignment with equitable data practices.
The Subcommittee’s responsibilities include:
- Develop and maintain the research agenda for the ETE Data System and define the scope of questions the system will aim to answer
- Review to examine progress of the research agenda and provide input on key priorities every three years
- Review and approve external research requests
- Provide agency-specific content expertise on the underlying data, analysis and content of reports, research projects, data visualizations and other research documentation by ETEP.
DATA GOVERNANCE SUBCOMMITTEE
The Data Governance Subcommittee is comprised of representatives from agencies listed below and is the decision-making body through which key agency stakeholders will collectively make decisions about the development and implementation of the Education Through Employment (ETE) Data System. This subcommittee will aim to align to the extent feasible with guidance from the Office of the Chief Technology Officer, national best practices, as well as the policies and practices of participating agencies. This subcommittee will also prioritize alignment with equitable data practices.
The Subcommittee's responsibilities include:
- Develop and regularly assess the data inventory for updates as needed
- Develop policies and procedures around data collection and maintenance among member agencies
- Set guidance for data quality
- Provide guidance on the limitations of data used in ETE outputs
- Develop privacy and security policies to maintain protection of sensitive data
